UK passport photo rejections are surprisingly common. HMPO uses automated facial recognition systems that are strict about sizing, background, and facial visibility. Here are the seven most common rejection reasons and how to fix each one.
1. Wrong Size or Dimensions
The photo must be exactly 35×45 mm. Your face — from chin to crown — should measure between 29 and 34 mm. Photos that are the wrong aspect ratio, too zoomed out (small face), or too cropped (chin or forehead cut off) will be rejected by HMPO’s automated system.

2. Background Not Plain Enough
HMPO requires a plain white, light grey, or cream background. Coloured walls, patterned wallpaper, outdoor settings, and visible furniture all cause rejections. Even a white wall with shadows or yellowish tinting from indoor lighting can trigger the automated rejection system.

3. Wearing Glasses
Since November 2018, HMPO does not accept passport photos with glasses of any kind — prescription, reading, or sunglasses. This is one of the most common rejection reasons because many people are unaware of the rule change. The policy was introduced to improve automated facial recognition at border e-gates.
Fix: Simply remove your glasses before taking the photo. There are no exceptions — even if you wear glasses all day, every day, they must come off for the photo.
4. Head Size Out of Range (29–34 mm)
The distance from your chin to the crown of your head must be between 29 and 34 mm in the printed photo. If your face appears too large (over 34 mm) or too small (under 29 mm), the photo will be rejected. This is particularly common when people crop photos manually or use non-standard aspect ratios.

5. Shadows or Red Eye
Shadows under the nose, around the eyes, on one side of the face, or on the background behind you will cause rejection. Red-eye from camera flash is also grounds for rejection. These issues typically happen when using a single overhead light, a flash too close to the face, or standing too close to the background wall.

6. Photo Not Recent Enough
UK passport photos must have been taken within the last month. This is much stricter than most countries (the US allows 6 months). If your appearance has changed — different hairstyle, grown or shaved a beard, weight change — an older photo may not match your current look and will be rejected.

7. Expression or Mouth Open
Your face must be directly facing the camera with a neutral expression. Smiling (even slightly), frowning, open mouth, raised eyebrows, or squinting eyes lead to rejection. Your head must be level — not tilted left, right, up, or down. Both eyes must be open and looking straight at the camera.
